For a Muslim couple, the usual service involves lawful Nikah solemnisation/documentation and marriage registration, not a routine court hearing at which a judge approves the marriage.

What Should the PKR 25,000 Standard Fee Include?

A transparent fee quote should describe the work rather than only state a lump sum. For a straightforward Islamabad matter, the service scope can ordinarily include the following elements where required:

  • initial eligibility and document review;
  • checking age, identity and previous marital status;
  • guidance on Nikah Nama particulars and dower;
  • preparation of routine supporting documents used by the office;
  • coordination with the Nikah Khawan/Nikah Registrar;
  • Nikah solemnisation arrangements;
  • Nikah Nama preparation and signing;
  • guidance on witnesses or representatives according to the applicable requirements;
  • registration follow-up; and
  • basic guidance on obtaining the final Marriage Registration Certificate.

Where a matter falls outside this straightforward scope—for example, an overseas Power of Attorney, foreign national, disputed previous marriage, protection proceedings, urgent litigation or unusual attestation—the additional work should be quoted separately before it is undertaken.

Government Marriage Registration Certificate Fee

ICT Administration currently publishes a Rs 200 processing fee for its Marriage Registration Certificate service at the Citizen Facilitation Centre in G-11/4, Islamabad. The same official page currently publishes a processing time of 7 days.

Those figures belong to the government certificate service and can change. They should not be confused with a private lawyer’s or marriage-service provider’s professional fee. A service provider should also not promise that an authority will necessarily issue a certificate faster than the authority’s own process.

Why Can Court Marriage Fees Vary?

1. Straightforward local case vs. complicated documentation

Two adult Pakistani Muslims with valid identity documents and no previous-marriage complication usually require less legal work than a matter involving inconsistent records, a foreign national or overseas representation.

2. Previous marriage

Where either party was previously married, the lawyer may need to examine the divorce, Khula or death-related record before advising that the new marriage can proceed.

3. Overseas or proxy representation

A party abroad may need a properly drafted and attested Power of Attorney or other authority. Foreign notarisation, Pakistani mission attestation or other authentication may add third-party charges and legal work.

4. Foreign national

Passport and status documents must be reviewed. Some cases can involve consular or foreign-use requirements. There is no responsible basis for quoting one universal foreign-national package without reviewing nationality and documents.

5. Urgent scheduling

Urgency can change coordination costs, but it cannot justify a false promise that government registration will be completed within a guaranteed number of hours.

6. Separate protection or litigation work

If there are actual threats, unlawful confinement, harassment, criminal allegations or a need for court proceedings, that is separate legal work. It should not be hidden inside a basic Nikah price or marketed as a guaranteed “protection package”.

Does the Fee Change the Legal Age Requirement?

No. No fee, urgency charge, parental permission or affidavit can override the marriage-age law in Islamabad. Under the Islamabad Capital Territory Child Marriage Restraint Act, 2025, both the bride and groom must be at least 18 years old.

A service provider should verify age before accepting a court-marriage matter. Paying an additional fee cannot make an under-18 marriage lawful in ICT.

Documents That Can Affect the Final Quote

Before confirming the fee, clients should send or bring enough information to identify the work required. Commonly relevant documents include:

  • CNIC/NICOP or passport of the bride and groom;
  • age/date-of-birth information;
  • previous divorce or Khula record where applicable;
  • death certificate of a previous spouse where relevant;
  • passport and other status records for a foreign national;
  • Power of Attorney/representation information for an overseas party; and
  • any authority or embassy checklist where the marriage record is intended for a specific foreign use.

Couples should avoid sending full identity documents to unknown agents merely to obtain a low quotation. Sensitive documents should be shared through a verified office channel.

Is a Free-Will Affidavit an Extra Charge?

Our Islamabad office may use a bride’s free-will affidavit as part of careful documentation in an adult-choice marriage where appropriate. Whether it is included in the quoted standard service should be confirmed in the written scope.

However, the affidavit should not be misrepresented as a universal statutory prerequisite for every Muslim Nikah. It is a supporting document and cannot cure a problem with age, identity, consent or existing marital status.

Do Witnesses Add to the Court Marriage Fee?

The witness arrangement should be confirmed according to the applicable Muslim-law requirements and the Nikah Registrar’s process. If the couple is providing their own appropriate witnesses, there should be no artificial “court witness fee” simply because the marriage is described as a court marriage.

If a service provider is arranging logistical support, that should be disclosed clearly. Witnesses must be genuine participants in the Nikah process, not treated as a commodity in a fee list.

Does PKR 25,000 Guarantee Same-Day Registration?

No. The Nikah ceremony and signing of the Nikah Nama can often be arranged quickly once documents and parties are ready. Government registration and the final Marriage Registration Certificate are separate administrative stages.

ICT Administration currently publishes a 7-day processing time for its MRC service. A lawyer can assist with correct preparation and follow-up but should not guarantee a government processing time that is outside the lawyer’s control.

Is the “NADRA Marriage Certificate” Fee Separate?

People commonly use the phrase “NADRA marriage certificate” for the computerised marriage-registration record. The competent local authority processes the marriage-registration certificate using the relevant government system; NADRA does not itself solemnise the Nikah.

For Islamabad, the official ICT Administration page should be checked for the current government MRC fee and requirements. If the lawyer’s service package includes follow-up for that certificate, the inclusion should be written in the quotation.

Foreign Embassy, Visa or Immigration Use

If a marriage certificate will be used in the UK, USA, Canada, UAE, Europe or another country, the client may need additional attestation, apostille/legalisation, translation or supporting evidence. The receiving foreign authority decides what it accepts.

Those later costs are not automatically part of the basic Islamabad Nikah service unless expressly included. No lawyer should guarantee visa, immigration or embassy acceptance merely because the marriage certificate has been issued in Pakistan.
